JOB SUMMARY: The Program Manager provides comprehensive management of the case management services for migrants, ensuring that the program and services are in accord with best practice standards, contract and grant requirements, and agency practices and procedures. Oversees fiscal, operational, administrative, staff management, and quality practices of the program; and liaises with external community partners.

Supervisory Responsibility: Provides functional supervision of up to 8 staff.

ESSENTIAL DUTIES and RESPONSIBILITIES:

Manage and oversee the administrative and daily operations of the program in support of overall program goals and objectives.
Develop and implement systems and processes to enhance operational efficiency.
Monitor program implementation in accordance with grant funding requirements.
Conduct regular reviews for accountability and program performance.
Oversee and/or coordinate the collection, compilation, and analysis of program activity data; write and ensure the timely submission of all external and internal program reports.
Perform liaison activities with community partners, including contract monitors.
Works to resolve program issues (i.e., client grievances, customer service, financial/operational challenges, incident reporting and following etc.).
Provide leadership and direction to all program staff and volunteers; oversee supervision of staff, which includes scheduling, recruiting, staffing, hiring, performance evaluation, timesheet review, overtime tracking and monitoring, staff training, and professional development; set standards for customer service; conduct regular staff meetings; communicate policies and procedures; and facilitate team dynamics.
Manage program budget and expenditures to ensure that available funds and resources are used efficiently.
Provide fiscal direction to the program.
Monitor program revenues and expenditures; prepare budget revisions; and provide required financial reports.
Facilitate the preparation and submission of contracts and/or grant applications.
Oversee and maintain quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.
Implement Corrective Action Plan to address deficiencies identified through the agency client process and CQI process.
Enable staff participation in quality improvement.
Update the program’s practices and procedures, and program manual as needed.
Coordinate and oversee the maintenance of program facilities and equipment in accordance with relevant health, fire and safety codes, and COA standards.
Coordinates with Director QA and HMIS Manager the monitoring of database contract requirements to ensure contract compliance
EDUCATION and EXPERIENCE:

Master’s degree in Social Work, non-profit management, or related field. For social work degrees, social work licensure in the appropriate jurisdiction is required.
2 years of experience managing or coordinating programs.
Experience in social services, promoting civic, economic, and educational betterment for the low-moderate income, multicultural community.
SKILLS and COMPETENCIES:

Bilingual English and Spanish.
Knowledge of management principles and practices.
Knowledge of budgeting and fiscal management principles.
Knowledge of contracts and grants preparation and management.
