General Description
The Orange County Housing Department has an opening for a Housing Grants Coordinator. The work involves the responsibility for coordinating the services of grant program(s) and applying for grants for the Housing Department. An employee in this class has responsibility for planning, coordinating, monitoring the implementation of a variety of grants to ensure compliance with programmatic and fiscal requirements and researches and identifies grant sources to provide technical assistance in the writing and review of grant proposals.

Work is performed under the general direction of the Business Officer II with leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs and requests and conducting project assignments. Supervision over others is not required of this position. Position does related work as required.

Manages housing and grant programs in accordance with established regulations.

Performs research and analysis to identify suitable grants, gathers, and completes applications, develops proposals, monitors the progress of procedures, and makes recommendations on grant money expenditures based on community needs and service provisions.

Develops and submits annual federal grant application for funding of programs and services in specific grant area.

Develops and communicates compliance directives related to funding sources and initiates monitoring activities.

Assures that all annual grant conditions of award are met and followed according to State or federally established deadlines and prepares and submits all required reports to the appropriate state/federal agencies.

Serves as the point of contact for grant proposals, maintains knowledge of all grant policies, and resolves issues should there be any.

Aligns programs and funding activities to implement goals, objectives, policies, procedures, and processes of the department’s planning and guiding documents.

Manages the grant processes, including the execution of grants and contracts, payments, reports, records, and related documents.

Prepares progress reports and presentations for management and provides them with regular updates of all procedures.

Acts as liaison to the manager overseeing the grant.

Assists the department with community needs assessments efforts.

Monitors service delivery contracts in the grant program area(s).

Establishes and maintains working relationships with voluntary agencies and community-based organizations to promote the development and implementation of grant programs.

Assists with annual budget preparation.

Supports systems utilized to compile and analyze data to align funding for goals and development needs.

Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.

Adheres to the department’s safety rules and regulations.

Thorough knowledge of state regulations and federal guidelines governing grant programs in general, and the specific program area of grant being administered.

Thorough knowledge of the development, administration, monitoring, and evaluation of grant programs.

Thorough knowledge of researching new funding sources; negotiating with financial institutions and funding sources.

Thorough knowledge of the principles and practices of grant contract development, monitoring, and evaluation to apply for and receive grants and monitor program services.

Thorough knowledge of HUD guidelines.

Good knowledge of systems for data collection and analysis.

Good knowledge of the methods of program evaluation.

Good knowledge of the principles and practices of administration including budgeting, record keeping and data control functions.

Ability to conduct draw downs in eLOCCS.

Ability to establish and maintain effective working relationships with a wide variety of people.

Ability to write complex technical reports; ability to review, evaluate and summarize data.

Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software.

Ability to demonstrate sound judgment; integrity; resourcefulness; accuracy; thoroughness and the physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with an associate degree AND three (3) years of work experience in grant administration involving the development of grant applications and the monitoring and evaluation of grant programs and budgets; OR

An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.

Experience with HUD guidelines and draw downs in eLOCCS is preferred.

SPECIAL REQUIREMENT
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

All offers of employment are conditioned upon successful clearance of a background check. Employment cannot commence until the employee has been cleared.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Sitting at a computer for many hours per day.

Emotional stress due to the nature of interactions with clients or service providers.

Must be able to physically perform the basic life operational support functions of standing, walking, stooping, crawling, pushing, pulling, lifting, carrying, typing, talking, sitting, bending, kneeling, grasping, hearing, handling, reaching and repetitive motions of the hands/wrists/feet.

Must be able to perform medium work exerting up to 20 pounds of force occasionally and/or up to 5 pounds of force frequently or constantly to lift, carry, push, pull, or otherwise move objects including the human body.

Must possess the visual acuity to operate a passenger vehicle when applicable, prepare and analyze data and figures, perform work on a computer terminal, and perform extensive reading.
