The NC Administrative Office of the Courts, Human Trafficking Commission, is seeking a qualified Grants Administrator who will be responsible for the full range of grants management duties to meet the NC Human Trafficking Commission (HTC) goals in administering federal and state government support. This position will oversee and direct the management and achievement of requirements within commission issued grants for human trafficking, domestic violence, and sexual assault.

Once grants are awarded through the HTC, the position will work with grant managers to ensure training and technical assistance needs of agencies are met; review all grantee financial/programmatic reports for accuracy and will ensure grantees are in compliance with any established requirements or reviews; and work with the data/reporting analyst to track performance and draft required reports.

The Grants Administrator is also responsible for the administration and overall fiscal management of federal and state government support awarded to the NC Human Trafficking Commission for allocation to human trafficking, domestic violence, and sexual assault direct service providers; and coordinate, review, evaluate, and manage for compliance, accuracy, and accountability the appropriations awarded to the Human Trafficking Commission.
Knowledge, Skills and Abilities / Competencies
Knowledge of: principles and practices of governmental budgeting and accounting; the organization financial structure; accounting and budgeting systems and financial policies and procedures of the State of North Carolina; the judicial system and its operations; the political and legislative structures of North Carolina; data analysis, budget and financial planning to project costs and develop grant budget requests; computer accounting systems to trace transactions and identify errors; personal computer software to prepare and maintain grant budgets, prepare reports, and perform financial analyses; human services administration and programming; and basic knowledge of human trafficking.

Skills in: organizing and delegating work; analyzing and resolving problems, expressing ideas clearly in written and oral form; and establishing and maintaining effective working relationships.

Ability to: plan, organize, monitor, and present data to top management; use sound judgement in analyzing data, statistics, and in making accurate projections; communicate and work effectively with officials, division heads, and other state agency representatives in the development and implementation of budgets and grants; and write narrative to accompany budget documents related to grants and special funds.

Minimum Education and Experience Requirements
A four-year degree from an accredited college or university in accounting, business administration, finance, a human services field, nonprofit management, public administration, or a related field and five (5) years of experience in accounting, grants administration, program administration, or a related field; or an equivalent combination of education and experience.

Management prefers candidates with a Master’s degree in accounting, finance, public administration, or a human services field, or a Juris Doctor degree.
