Long-Term Quality Alliance Research and Policy Director - Washington, DC


The Long-Term Quality Alliance (LTQA) is seeking an experienced Research and Policy Director with interest and a background in Medicare, Medicaid and long-term services and supports policy. This position will also support LTQA’s affiliated organization, the National MLTSS Health Plan Association (MLTSS Association).

Job Description
The Research and Policy Director reports to the Executive Director and has responsibility for research, policy analysis, program development, grant management and program operations for LTQA & the MLTSS Association.


  • Develop and execute LTQA’s research and program agenda 
  • Work closely with Executive Director and Boards of Directors in the development and execution of the organizations’ goals and policy priorities
  • Identify research topics and develop proposals for research projects
  • Develop or oversee development of research methodology
  • Oversee research projects and manage contracts with contractors
  • Publish and present findings
  • Research and prepare background and briefing materials and other publications
  • Organize and manage advisory committee or expert panel meetings 
  • Prepare or oversee policy staff and consultants in preparation of written policy documents, including comment letters and issue briefs
  • Represent the organizations to external stakeholders and policymakers, as well as at national conferences, coalition meetings, roundtables and other events as appropriate


  • B.A./B.S. required; Graduate degree preferred
  • Significant experience conducting and delivering high quality healthcare research and strategic analysis
  • Knowledge of and experience in aging and disability services, or long-term services and support
  • Understanding of health policy issues, including federal health policy, legislative and regulatory process
  • Excellent written and oral communication skills
  • Ability to budget and manage project expenditures
  • Analytical thinker with ability to understand broader policy implications and translate complex issues into simple language
  • Collaborative team player who is a self-starter with the ability to lead initiatives, work independently, set priorities, and complete tasks in timely manner
  • Ability to apply knowledge across broad range of projects and sectors
