Job Description
The Housing Programs Administrator manages the Production Section of the Housing & Neighborhood Department’s Community Development Division and is responsible for the supervision of that staff. The position ensures that Section activities remain in compliance with U.S. Department of Housing and Urban Development (HUD) guidelines and regulations. It oversees housing development, loan underwriting, housing rehabilitation, loan portfolio management, construction management, property management and lot disposition activities. It is responsible federal program compliance and internal monitoring activities.

Duties and Responsibilities
Manages the Section within the Division responsible for contracts, construction, lot disposition, housing rehabilitation, affordable housing production, loan portfolio management and management of city-owned property. It provides direction in matters of regulatory processes for redevelopment, unit production and internal auditing activities.
Manages compliance with internal and federal regulations, including federal cross-cutting requirements (e.g., Section 3 and Davis Bacon, environmental reviews), HOME Investment Partnership Program (HOME) and Community Development Block Grant (CDBG) programs, and associated internal procedures. The position is also responsible for the creation and maintenance of procedural manuals to ensure compliance. Manages/oversees loan underwriting and loan administration functions.
Manages/oversees contracts associated with Section activities including solicitation processes (RFPs, RFQs, NOFAs and RFQs), payment approval, closeout. Assists with the division’s budget preparation and monitors program budgets, revenues and expenditures.
Manages/oversees file maintenance and data management systems for all areas of responsibility to support regulatory compliance and City reporting requirements.
Prepares staff reports and presentations for City Council recommendation.
