Main Objective
– Provides subsidy administration technical assistance to DHHS and the LME/MCOs on the DHHS TCL Housing Policy and Procedure manual, as it relates to TCLV and the system of record CLIVe, data collection required for program documentation
– Provide, as needed, a general explanation of the Targeting program and Key assistance including appropriate program administration contacts
– Recommend and develop Housing-related training materials and program manual updates, in collaboration with DHHS
– Perform periodic QA of LME/MCO CLIVe worklists and periodically provide feedback to the LME/MCOs and DHHS
– Analyze, troubleshoot and make recommendations to DHHS and the LME/MCOs to facilitate collaboration with landlords to overcome housing barriers
– Develop community contacts and organizational familiarity/knowledge in order to identify housing opportunities to share with DHHS and the LME/MCOs
– Coordinate Fair Housing trainings and coordinate/assist with other housing-related training as mutually agreed to with DHHS
– Respond to inquiries from the general public, consumers, and stakeholders related to affordable rental housing access, answer questions and recommend resources and provide suggested contact information.
Education & Experience
– Bachelor’s degree in social work, public administration, or a related field; Master’s preferred, and five years’ experience in supportive housing programs or affordable housing programs that are targeted to persons with disabilities.
– An equivalent combination of education and experience will be considered.
Knowledge, Skills, & Abilities
– Strong verbal and written communication and problem solving abilities.
– Thorough knowledge of affordable rental housing programs that are offered by HUD, USDA, and NCHFA.
– Understanding of supportive housing for adults with disabilities.
– Ability to interpret Federal and State laws and administrative rules governing housing programs including Landlord, Tenant, and Fair Housing Law.
– Working understanding of database programs and an ability to use information systems for tracking and researching.
– Report writing and project management skills are needed.
– Ability to travel across the state with some overnight trips necessary.
