About the Opportunity:
The Housing and Neighborhoods Department is committed to improving and maintaining the quality of life and environment for all Raleigh citizens through a variety of programs and activities throughout the city. The Department provides funding for the creation and preservation of affordable housing and for services and programs benefitting low to moderate income persons. The Department enforces codes to ensure safe and decent housing and carries out neighborhood revitalization and community engagement and enrichment activities.
The Assistant Director’s role is key to the successful implementation of code enforcement, neighborhood enrichment, and housing and community development programs and services. The Assistant Director is responsible for carrying the Director’s vision through the organization and directing the work of the Neighborhood Enrichment Services Division and Code Enforcement Division, as well as the Fiscal and Compliance/Planning teams within the Community Development Division.

The Assistant Director must enhance and maintain strong internal and external relationships as well as with employees, members of the community, interdepartmental City staff, City Council and City Management.
The ideal candidate for this position will possess exceptional interpersonal skills; be capable of working with a variety of people; be able to grasp new tasks, concepts and assignments quickly and with limited direction; and be able to provide efficient and effective direction in collaboration with the Department Director and the Department’s other Assistant Director.
Duties and Responsibilities
Directs operations of the Neighborhood Enrichment Services Division and Code Enforcement Division, as well as the Fiscal and Compliance/Planning teams within the Community and Small Business Development Division
Works closely with the Department’s other Assistant Director who oversees the Housing Programs, Redevelopment, and Homeless and Community Programs teams in the Community Development Division
Oversees development and implementation of the five-year Consolidated Plan and Annual Action Plan related to HUD entitlement programs, as well as business planning to achieve the goals and objectives of the City’s Strategic Plan
Oversees HUD reporting and compliance with all regulatory requirements. Interprets federal and state regulations and their related application to program activities
Helps to establish and maintain effective public and private sector partnerships and contractual relationships
Works with the Department Director and other Assistant Director to directs Community Development program administration, including scheduling, evaluation, assignment and compliance
Works with the Department Director and other Assistant Director to administer the Department’s budget and assure timely expenditures linked to program activities
Works with the Department Director and other Assistant Director to plan and develop departmental policies and processes for effective delivery of programs and services
Ensures quality control over all work products within scope including the preparation and administration of contracts with third-party service providers
Prepares agenda items and represents the Department before City Council
Leads and consults with a diverse group of stakeholders including other governmental entities, development partners, funders and community residents
Serves on interdepartmental teams related to the Strategic Plan, Equitable Development around Transit, and other initiatives
Responds to citizen concerns and resolves issues around those concerns
Supervisory Responsibilities
Manages 4 to 6 subordinate supervisors and is responsible for the overall direction, coordination, and evaluation of these teams
Interviews, and hires employees, ensuring they have adequate training and professional development opportunities
Plans, assigs, and directs work; appraises performance; rewards and disciplines employees; addresses complaints and resolves problems
Typical Qualifications
Education and Experience:
Bachelor’s Degree in in urban planning, public administration business administration or equivalent. Knowledge of federal, state housing and community development programs, real estate development, and housing finance. Should have analytical and organizational skills, experience working with non-profit and private developers, and experience in community planning and public processes. At least 6 years of relevant supervisory experience is required

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Computer Skills:
To perform this job successfully, an individual should have knowledge of Mapping software, Spreadsheet software and Word Processing software.
Preferred Qualifications:
Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire

Sedentary Work:

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
