The primary purpose of the Child Welfare Business Manager position is to serve as the technology liaison for child welfare programs in order to understand and anticipate technology and information needs, and to translate those needs into requirements that can be realized by the appropriate technical service organization and/or vendor. This position is proactive in understanding business processes, practice models, and policies. The position will partner with business areas to plan, coordinate, and assist in the implementation of technology improvements. This position and the positions that report to it will be a part of the AGILE development process, providing subject matter expertise, and engaging with stakeholders to ensure that changes to technology meet the needs of clients, counties, and program leadership. The position is responsible for direct management, supervision and associated administrative oversight work for Business Systems Analysts.

This position:

Manages the development, interpretation, and implementation of program standards and policies for child welfare program areas. This includes the analysis of business objectives and processes, assessing and planning functional designs, process engineering with clients as new applications systems are designed, and supervising business and program processes during operations
Provides input to project teams and the program directors. It is involved in determining and recommending what programmatic information is required to implement changes or enhancements that will improve the efficiency and effectiveness of business processes
Ensures that priorities are negotiated in collaboration with stakeholder groups, and that there is regular and constructive communication with those groups to assess major changes, updates, and milestones
Involves reviewing program objectives and service delivery needs based on in-depth knowledge of the program areas covered by the projects and system functionality
Presents systems recommendations (including those involving programmatic business processes)
Ensures that procedural and regulatory requirements are met and supported by the system designs
Formulates work plans that reflect tasks and activities needed to accomplish project goals
Assesses the business stakeholders’ needs
Prioritizes and drives system and reporting requirements
Directs the implementation of approved operational plans; resolves operational problems affecting policy by interfacing with business stakeholders and other teams
Ensures that all requirements for assigned program areas integrate with the overall system requirements
Evaluates business and program application functionality to identify gaps
Serves as a liaison between the Divisions, the DHHS IT Division, and various vendors
Manages special projects
Performs other related work as required

Salary Grade: IT07; Recruiting Range: $68,170 – $83,505
