The University of North Carolina at Chapel Hill seeks a leader for the
North Carolina Health Careers Access Program (NC-HCAP), whose mission is
to increase the number of underrepresented minorities or
economically/educationally disadvantaged students who are trained,
educated, and employed in the health professions.  Established in 1971
as the North Carolina Health Manpower Development Program, NC-HCAP
envisions a society with equitable access to culturally appropriate and
adjusted health care across all racial and ethnic groups regardless of
geographic location or socioeconomic status.  NC-HCAP provides a variety
of programs and resources for pre-college and college students to
attract them to the health professions and prepare them for successful
admission to and completion of health professions education programs.
Although NC-HCAP is a campus-wide center of the University of North
Carolina at Chapel Hill, its reach is statewide through its affiliated
Health Careers Centers at UNC-Pembroke, Elizabeth City State University,
and North Carolina Central University and its strong partnership with
the North Carolina Area Health Education Centers Program (AHEC).  It
also enjoys strong working relationships with the health professions
schools at UNC-Chapel Hill.

The Director of NC-HCAP has overall responsibility for the activities,
programs, and operations of the unit.  Specific responsibilities of the
Director include the following:

*	Strategic planning and policy development.  The Director generates
long and short-range strategies to develop awareness of the health
professions in high school and college students who are from minority
and/or disadvantaged groups and prepare them for admission to and
success in health professions education programs.  This is done in the
context of current health professions distribution and ongoing
demographic changes in North Carolina, in partnership with other
pipeline programs, and with awareness of the availability of federal,
state, and private resources.
*	Program development, implementation, and evaluation.  The Director
oversees the planning, implementation, and evaluation of all NC-HCAP
programs administered at UNC-Chapel Hill through continual supervision
of program staff and monitoring of programmatic activities and
coordination. The Director also assists the associated Health Careers
Centers in program planning and development on their campuses by
providing consultation, resources, and networking.  Program evaluation
is an essential responsibility to ensure thorough documentation of
achievements and accountability for program outcomes.
*	Fiscal and administrative oversight and fundraising.  The Director is
responsible for overseeing budgetary matters, including annual budget
development and reporting and day-to-day oversight; developing grant
proposals and providing oversight of grants and contracts; fundraising;
and supervision of administrative and program staff.
*	External relations, partnership development, and collaboration.  The
Director is NC-HCAP's official representative to internal and external
constituencies, responsible for developing and maintaining productive
relationships with faculty, staff, administrators, and students from all
areas of the campus and the associated Health Careers Centers, with
alumni and community partners, central and regional AHEC personnel, UNC
system campuses, other colleges and universities, and local, state, and
national groups and individuals.

The position requires significant leadership experience and achievement
in programs that prepare minority and disadvantaged students for careers
in the health professions.  The Director must be able to communicate
with diverse audiences, build relationships with a wide variety of
partners and constituents, and engage in successful fundraising and
grant making.  He or she must be sensitive to and deeply understanding
of the challenges faced by minority and disadvantaged students,
knowledgeable about the health professions and health professions
education programs, and passionate in pursuit of the mission and goals
of NC-HCAP.  The Director also must have proven managerial, fiscal, and
administrative abilities and an understanding of academic culture,
policies, and procedures typical of major public research universities.
A minimum of a Master's degree is required, with doctorate preferred.
The Director reports to the Provost through the Associate Provost for
Academic Initiatives and prepares and transmits to the Provost an annual
budget and annual assessments of his or her activities and those of
NC-HCAP.
