Thirty-four of North Carolina’s 100 counties were randomly selected to participate in the Child Welfare Staff Recruitment and Retention project. Those 34 counties were then randomly assigned an intervention group and a control group. The 17 counties in the intervention group (blue) will participate in and implement the study’s training and curriculum, while the control group (yellow) will continue its original methods of recruitment, selection, and retention.
The process of selection ensures that counties selected to participate in the study represent the diversity within North Carolina public child welfare work environments. It also ensures similarity of features, such as geographic location and economy, among the intervention and control groups.
The 17 intervention counties participating in the study vary in size, geographic location, and caseworker turnover rates. Additionally, the 294 management and staff members participating in training reflect a variety of backgrounds and environments that affect retention.
