BEGIN: start of 12 month period
END : end of 12 month period
dob : child's date of birth
pabeg - paend : start/end of PA (Placement Authority)
CPLBEGDT-CPLTDT in PQA12T
plbeg - plend : start/end of individual placements
LBEGDT-LENDDT in PQA14T or RFACBDT-RFACEDT in PQA15T compdt: investigation completion date for report of abuse and neglect
pltype : Living arrangement code from PQA14T file.
Trial Home Visit Adjustment (THVA) : The THVA to the length of stay are for those children who have their last placement as a trial home visit. Only the first 30 days of the trial home visit are counted in the length of stay for the child, when appropriate.
Termination of Parental Rights Date (TPR) :
TPR = max (mother termination of parental rights date, father termination of parental rights date)
latest date of termination of parental rights date for mother or father
if either is missing, TPR is missing meaning that the parental rights have not been fully terminated yet

Safety Measures

Absence of recurrence of maltreatment

Source: Tables CYA11T & CYA12T (Report of Abuse & Neglect )
Denominator: (BEGIN <= compdt <= END-6 months) and typfnd is in (1,2,3,4,5)
NumeratorP: Another report with a second compdt within 6 months of first compdt (If there are multiple reports with same investigation completion date, consider as one report when typfnd are the same)
Numerator = 1 - NumeratorP (note: NumeratorP means Numerator Prime)

Absence of incidence of child abuse and/or neglect in foster care

Composite 4 : Placement Stability

Number of placements are counted as follows for this measure

pltype not in (50, 51, 63, 75, 76, 98)
only count placements where placements start before the target period end date (plbeg<=END)
Placements are only counted when permancy box (PBOX=01 or 02) indicates a move. The first placement after being taken from a home is always counted as a placement. After the first placement, anytime the facility ID changes and PBOX is in (01, 02) or facility ID is missing and living arragement code changes and PBOX is in (01, 02) count as a placement.
