Stability of foster care placements

• Numerator: Count if 2 placements or less. Count moves of pltype according to the following rule: Placements are only counted when permancy box (PBOX=01 or 02) indicates a move. The first placement after being taken from a home is always counted as a placement. After the first placement, anytime the facility ID changes and PBOX is in (01, 02) or facility ID is missing and living arragement code changes and PBOX is in (01, 02) count as a placement.
